The e-Development Partnership of the Republic of Tatarstan (PRIOR RT) was created on July 9, 2002 by the decision of the Organizational Conference, which took place in Kazan, the capital of Tatarstan. The conference approved the Memorandum on PRIOR RT creation (text in Russian), elected the Chairman of PRIOR RT Coordinating Board and the PRIOR RT the coordinating organization (see Protocol of the conference, in Russian).

The current membership of PRIOR RT includes 14 participants, one of which represents government; four representatives from the civil society sector; four from the research and education community; and five business companies:

3. Committee for Protection of Human Rights in Tatarstan (Kazan)

5. Express Internet Company (Kazan)
6. Information Center of the Council of Europe at the Kazan State University (Kazan)
7. Kazan Stock Exchange (Kazan)
8. Russian Organization for the Protection of Human Rights, Tatarstan Branch (Kazan)
9. Special Software Company (Kazan)
10. Suumbike Foundation (Kazan)
11. Tatarstan Representative Office of the Association for the Assistance to UN (Kazan)
12. Telecom Center Company (Kazan)
13. Union of Internet Users and Operators of the Republic of Tatarstan (Kazan)
14. VIP Center Ltd., (Kazan).

The function of the Regional Coordinating Organization was assigned to the Union of Internet Users and Operators of the Republic of Tatarstan.

The Chairman of PRIOR RT Coordinating Board became Alexander Elizarov, the Director of the Chebotarev Research Institute of Mathematics and Mechanics, Kazan State University.
