The e-Development Partnership of the North-West of Russia (PRIOR NW) was established on January 31, 2002.

The current membership of PRIOR NW includes 88 participants from seven regions within the North-West Federal District of the Russian Federation – City of Saint Petersburg (47 organizations), Leningrad Region (one organization), Murmansk Region (two organizations), Kaliningrad Region (13 organizations), Republic of Karelia (seven organizations), Pskov Region (three organizations), and Novgorod Region (14 organizations). The members include organizations from different sectors of the society.

The function of the Regional Coordinating Organization was assigned to the Interdisciplinary Center for Advanced Professional Education of the Saint Petersburg State University.

A new membership of PRIOR NW Coordinating Board was elected on February 28, 2003 at the 2 nd Interregional Conference of the Russian e-Development Partnership in the North-West of Russia.
