The e-Development Partnership of the Kaliningrad Region (PRIOR KR) was created on April 9, 2002 by the decision of the organizational conference attended by interested organizations.

In 2003 the number of PRIOR KR Participants increased due to the implementation of the Russia development Gateway Project of the Federal program "Electronic Russia in Years 2002-2010" headed by the Ministry of the Economic Development and Trade of the Russian Federation. The current number of PRIOR KR participants includes 13 organizations, 5 of which represent government; 5 representatives from the non-governmental sector; 2 from the research and education community; and 1 business company:
