PRIOR is a voluntary association of organizations interested in assisting Russia to gain a prominent position among the leading developed countries within the emerging Information Society by way of implementing the modern technologies and utilizing its strong intellectual potential and rich scientific and cultural resources.

We invite Russian, foreign, and international organizations and individuals to collaborate with PRIOR in order to assist in developing a critical mass of people possessing knowledge, skills and ability to participate in the development of the Knowledge Economy, which will facilitate Russia's successful transition to an Information Society.

Such cooperation offers a number of benefits, which one can assess prior to making a decision of joining the Partnership.

In order to become PRIOR Participant, you are kindly requested to examine the Memorandum on PRIOR Creation and, should you agree with its provisions, to complete and submit a Declaration on Joining PRIOR.
