The initial composition of PRIOR Expert Council and its structure were determined at PRIOR Organizational Conference on November 30, 2001 . According to the Charter of the Expert Council, the representatives of the PRIOR Participants as well as independent experts are involved in its work. The condition for participating in the Expert Council is possession of the expert knowledge necessary to assist in elaborating crucial decisions to be adopted by the Supervisory Board and Coordinating Board.

The membership of PRIOR Expert Council is being developed further.
