PRIOR is a voluntary association of legal entities and individuals sharing common goals and objectives . The Partnership's activities are regulated by a Memorandum approved by PRIOR Organizational Conference.

In order to fulfill the principles of partnership, openness, systematic approach, sustainability, and motivation outlined in the Memorandum as well as to ensure effective governance of PRIOR's activities, the collegiate governing bodies are formed.

PRIOR's functions and activities are systematized according to its organizational structure (see Organigram), which currently consists of several major components.
