The following sources represent the main sources of financing for PRIOR's activity:
- Grants from foundations and other financial institutions, international organizations, and programs of support for non-commercial socially important projects and events;
- Federal budget funds of the Russian Federation allocated as part of the special federal programs;
- Regional and municipal budget funds allocated as co-financing for high-priority e-Development partnership projects supported by local authorities;
- Voluntary financial and other contributions made by participants and founders of the Partnership and PRIOR Foundation;
- Partners' contributions in the form of consulting, informational resources, hardware and software, network services, research results, organizational support, office space, and other products and services facilitating PRIOR development;
- Revenues from business operations conducted by PRIOR structural components;
- Venture investments provided by investment companies and groups for the implementation of hi-tech projects with long-term payoff periods;
- Loans and credits granted on preferential terms by the World Bank and other financial institutions for the implementation of large projects, which are guaranteed by the Government of the Russian Federation and regional governments.
Major part of the funds is to be accumulated in the PRIOR Foundation and allocated in accordance with decisions of the Coordinating Board and the Foundation Board based on recommendations made by the Expert Council. In accordance with the legislation of the Russian Federation , the Foundation must publish annual reports on its operations, including the allocation of its financial resources.
