As a principal distinctive feature of its activity, PRIOR aims to form a nationwide voluntary consortium of public, private, and nonprofit organizations, which unite their efforts and, together with various representatives of e-Development communities, strive to achieve common goals.

The activity of PRIOR is based on the following main principles:

  • Openness - the opportunity to freely join PRIOR or withdraw from it; the transparency of decision making and implementation;
  • Holistic approach - the reliance on a general strategy, reflecting the global development trends, the philosophy of the , and the priorities of the Russian national government policy;
  • Sustainability - the ability to generate and implement ideas that appeal to sponsors and investors; integration and redistribution of the partners' own resources; providing products and services demanded by the society; and
  • Ownership - the right of every participant making contribution to PRIOR activities to openly declare their input, to use the common brand, to participate in strategic and organizational decision-making, including decisions related to administrative and resource allocation issues.

The combination of the aforementioned principles forms an effective synergetic environment favorable for cooperation between various participants of the e-Development process. This interaction process aims to facilitate the emergence of a critical mass of ICT users and developers of new informational resources and services, thus contributing to the sustainable development of an Information Society in Russia.

PRIOR strives to facilitate and promote equitable collaboration between all the societal participants supporting e-Development. The initial stage prioritizes the cooperation between the key partners, such as the Development Gateway Program, government, business, civil society, research and education community, sponsors and investors. Over time the strengthened relationships among the participants of the Partnership will result in the greater number of communities and the elimination of the existing borders between them.

In the process of building partnership relationships, it is important not only to establish vertical connections among representatives of the key communities but also to promote horizontal links bringing together partners in specific areas. In order to achieve PRIOR's goals, it is essential to engage experts and consultants in various fields, suppliers of various products and services, content developers for the RuDG and the regional portals, partners specializing in public relations and marketing, and others.
