Goals and Objectives of the Russia Development Gateway Portal Creation

The development of the (thereafter referred to as RuDG Portal) started on March 1, 2001. The infoDev program of the World Bank as well as the e-Russia 2002-2010 Federal Program provided financial support for this undertaking up to the year-end 2003. Since 2004 the provides funding for developing and maintaining the Portal.

RuDG Portal is part of the international network of development gateways () in addition to being the central component of the Russian Federation network of development gateways. The was developed as part of the Federal Program eRussia (special program event Russia Development Gateway), sponsored by the Ministry of the Economic Development and Trade of the Russian Federation. Among other organizations providing financial and institutional support for developing the network of development gateways of the Russian Federation are municipal and regional administrations - Moscow city government (City Program e-Moscow , special program event Moscow Development Gateway); Saint Petersburg city administration; the regional government of Novgorod and Perm regions and of Khanty-Mansi Autonomous Region.

Russia Development Gateway Portal is (1) the core project upon which PRIOR focuses its activity and (2) the participating project of the international network unifying the development gateway portals in over 50 countries of Europe, Asia, Africa, Latin America, and Australia, which were created as part of the Development Gateway Program.

The goals of the RuDG correspond to the goals of PRIOR: the Portal serves Russia's dynamic and full-fledged development in the global Information Society and building the Knowledge Economy in Russia.

The team of RuDG developers is the initiator and member of the community of the professional community of the Portal in a box technological platform developers (, dgCN).

The content and services of the RuDG are directed at completing the following:

  • Developing the legislative base of the Information Society and the infrastructure of the information processing and transfer; building the effective national system of implementing innovations; designing the system of educating and training the knowledge workers; and providing products and services crucial for societal development;
  • Facilitating the implementation of the Information Society concepts and technologies, such as , , , , , , etc.;
  • Active diffusion of innovations, knowledge and experience in the development sphere on the international, national, regional and local levels;
  • Attracting the attention of the informational organizations, donors, and other investors to the development issues in Russia and its regions; and
  • Facilitating the mutual strengthening of the international, national and local initiatives through the active dissemination of knowledge and experience in the development field.

The mission of the RuDG is to serve as an interaction environment of the major development communities and as an instrument of integrating expert knowledge in the field of development.

The Portal aims to become:

  • Platform for collaboration and interaction between major development communities;
  • Space for discussion, creation, promotion, and assistance for the implementation of the national strategy and program of moving towards the Information Society, which takes into account the international experience in this area;
  • Knowledge warehouse, which accumulates crucial information on development issues and enables effective use of this information;
  • Forum for the national dialogue dealing with developing the Information Society and building the Knowledge Economy;
  • Space for the self-organization process of development communities;
  • Medium of distributing the technologies of the Information Society; and
  • Instrument of creating a positive image of Russia as an equal member of the global Information Society.

The target audience of RuDG consists of the major development communities, which comprise the more active segment of the Russian society, as well as foreign and international organizations and experts interested in accomplishing the above mission. These include:

  • Representatives of governments of all levels;
  • Business representatives, including the investment companies;
  • Representatives of the civil society and donor organizations;
  • Specialists from the fields of science, culture, and education;
  • Professionals of the information and communications technology industry and other branches of high-tech industry and services; and
  • Mass media representatives.

The unique feature of the RuDG is its orientation as an instrument for discussion, collaborative creation, promotion, and facilitation in implementing the national strategy of building the Information Society. In its role as the sole comprehensive resource of expert information on the problems of developing the Information Society and building the Knowledge Economy in Russia, the RuDG offers the following opportunities and services to its users:

  • Convenient access to the reliable information necessary for improved understanding of the problems and opportunities of the global Information Society and the specifics of the Knowledge Economy;
  • Access to the high-quality information on the problems and levels of advancement of the Information Society and Knowledge Economy in Russia;
  • Access to the domestic and international resources summarizing the experience of developing and implementing the strategies and programs of building the Information Society on the national and regional levels;
  • Platform allowing PRIOR to develop and publicize its vision of Russia's future and the proposed ways of achieving it;
  • Instruments for discussing the Russian national strategy and the sustainable development program while building the Information Society and Knowledge Economy in the country;
  • Methods of resolving the most crucial issues for specific communities and exchange of knowledge and experience;
  • Mechanisms of effective collaboration between the involved parties in implementing specific projects;
  • Informational, consulting and other services demanded by the target audience and contributing to the PRIOR's mission; and
  • Dissemination of information about the development communities activities in Russia and abroad.
