PRIOR is a national public initiative, which unites public, private, and nonprofit organizations. Through its activities, this initiative aims to supplement the existing state and non-governmental programs and projects directed at developing various aspects of the Information Society in Russia.
PRIOR recognizes the importance of participating in the major developmental programs, including the state ones. These include the Federal Program Electronic Russia for the Years 2002-2010, municipal program Electronic Moscow, program Electronic Saint Petersburg, and others.
PRIOR's major project is creating the (RuDG), which is envisioned as an environment for partner interaction and collaboration to reach common goals as well as a means of integrating expert knowledge in the development field.
Essentially, PRIOR is a space for solving problems of Russia's movement to the Information Society, which uses the RuDG as the informational base and means of exchanging ideas and experience.
It is an unprecedented undertaking in Russia, when a coalition of equal partners has been suggested instead of a traditional hierarchical system for the purposes of achieving common benefit. In Russia the government is perceived as the only entity making the decisions; hence, all the responsibility for those decisions is automatically assigned to the government. PRIOR's vision views the government as one of many the players, which include the private sector, the civil society institutions, and research and education community. All of them share the responsibility for carrying out decisions that were jointly developed and coordinated. In this process, PRIOR follows the nationally adopted strategy and provides support to the government.
PRIOR follows the international practice of building partnerships and professional networks as a crucial method for building the Information Society and Knowledge Economy. PRIOR actively participates in the following international initiatives:

Given the size of the country and substantial differentiation in the levels of socioeconomic and demographic development in its regions, special attention will be paid to the implementation of the regional aspects of the Partnership's activity.
Among the various initiatives aimed at the development of an Information Society in Russia, PRIOR is positioned as:
- A platform for cooperation between various participants of the development process - government, business, civil society, research and education community, donors and investors;
- The creator of the Russia Development Gateway an easily accessible knowledge bank, which accumulates the most important information on e-Development and provides efficient navigation through and search in the existing resources related to development through the ICT;
- Russia's leading analytical and consultative center for the Information Society development;
- A forum for a national dialogue on e-Development;
- A support center for innovative projects related to using the ICT for development;
- A public center supporting efforts to bridge the digital divide in Russia, especially in less developed remote and rural areas; and
- An instrument to create an attractive image of modern Russia for the international community.
Partnership is open to all those who are interested in contributing to Russia s advancement towards the Information Society and Knowledge Economy. The Partnership provides an independent and politically neutral field for collaboration, sharing of ideas and proposals, and offering constructive criticism.
