6. Evaluation and Adjustment of Strategy Implementation

Evaluation of PRIOR Strategy implementation will be conducted in accordance with the following basic criteria:

  • Concurrence of current activities of PRIOR and the declared mission, goals and objectives;
  • Scale and effectiveness of the partnership's activity;
  • Scope and quality of content and services, the demand for the RuDG and regional development gateways, and the number of regional gateways;
  • Adequacy of PRIOR managerial and organizational structure to its goals and objectives;
  • Quality, degree of support, and efficiency of PRIOR projects and events implementation;
  • Effectiveness of PRIOR marketing and financial programs.

Relevance and alignment with PRIOR mission, aims and objectives will be assessed by the PRIOR Supervisory and Coordinating Boards at their regular meetings. The activity will be adjusted on the basis of feedback and recommendations received.

The criteria for evaluating the scale and effectiveness of the partnership program shall include the following:

  • The degree of support for PRIOR activity by government at the federal, regional and local levels;
  • The number of signed declarations on joining PRIOR and the extent of participation (provision of financial, equipment, informational, technical, organizational and other necessary support);
  • The balanced structure of the partnership program (the extent of participation of all development communities: government, business, civil society, research and education community, sponsors and investors);
  • The quantity and effectiveness of activities completed: extent of participation, focused audience, quality of reports and presentations made, publication of results, preparation and submission of recommendations, response to the recommendations);
  • The intensity of practical experience exchange between the participants of the Partnership with recorded results, which contributed to the development community in Russia and worldwide;
  • The diversity and extent of use of various means of dissemination of information on the most important issues of the Information Society development: digital divide, governance transparency and active governance, e-Government, e-Business, creation of local information resources accessible via the Internet, "knowledge workers" training, developing the innovative system, etc.

The criteria for assessing the efforts to create the RuDG and regional development gateways shall include the following:

  • The degree and intensity of use of the RuDG online interaction instruments (forums, mailing lists, etc.), and correspondence between these instruments and the RuDG goals and objectives;
  • Stages of development reached: the informative stage, provision of instruments for exchange of information, additional services, correspondence to the stage of development of the global Development Gateway;
  • Volume of content and efficiency of content management: adequacy of the taxonomy for the needs of the country (region) and standards of the global Development Gateway, percentage of covering topics and sub-topics; the ratio between external content and PRIOR's own content; the extent of participation of various development communities in the creation of content and important discussions; availability and the quality of search and navigation mechanisms (guides, portal maps, instructions for content providers and users);
  • Quality, accessibility and practical value of the content: correspondence of the content with PRIOR and RuDG mission, goals and objectives, the intensity of exchange of knowledge and practical experience between users, the popularity of topics, creation of new thematic rubrics, the permanence of topic guides;
  • Availability, quality, and use of personalization tools: e-mail subscription, security management, privacy management;
  • Level of technical support: correspondence between the technological platform and the goals and objectives of the gateways (design, functionality, effectiveness of search engine, etc.); turnaround time for troubleshooting;
  • The quality of the architecture: availability of contact information; visibility of logos of the organizations that contributed to the creation of the portals; accessibility of navigation tools and links to the regulations on confidentiality policy and personal information security from any page of the portal; the availability of help mechanisms and FAQs; possibility to submit a question/feedback; availability of forums and online registration, common design on every page of the portal;
  • Availability of special services: customization tools ("My portal" ), access for people with disabilities, tools for online translation;
  • Statistics of site visits: the number of visitors per month; average time spent at the portal during a specified period; dynamics of page downloads per month;
  • The speed of downloading: downloading time for various types of channels (dedicated line, modem, etc.);
  • Degree of consumer satisfaction: on the basis of analysis of the "feedback" tool, online and offline polls related to the quality of services and user expectations.

The adequacy of PRIOR administrative and organizational structure to its aims and objectives will be assessed by the PRIOR Supervisory and Coordination Boards at their regular meetings. The structure could be modified on the basis of their feedback and recommendations, and the changes will be reflected in the annual reports.

PRIOR Expert Council will regularly monitor the quality, degree of support and efficiency of implementation of PRIOR projects and activities . The policy for PRIOR project portfolio and Action Plan formation as well as the procedure of project selection could also be altered on the basis of the recommendations provided by the Expert Council.

The assessment of the effectiveness and efficiency of PRIOR marketing and financial programs will be based on the following criteria:

  • The number of projects in PRIOR portfolio supported by sponsors and investors;
  • The amount of funds accumulated for the implementation of PRIOR projects, primarily those conducted by the RuDG and regional gateways;
  • The quantity and quality of coverage of PRIOR activities in the media;
  • The amount of investments attracted to different regions of Russia as part of PRIOR activities and the number of investors;
  • The number of agreements completed at the RuDG market places and e-Procurement sites; the volume of interest for these transactions paid for the support of PRIOR activities.

General results of PRIOR work accomplished in the main lines of its activities will be discussed at its annual conferences.
