5. Stages of PRIOR Development

The present strategy covers the period of formation and gaining sustainability of the Partnership. This period comprises four stages planned to be carried out within 10 years:

5.1. Planning Phase (2001)

The Planning Phase of 2001 achieved the following tasks:

  • Establishing a preliminary partner consortium, including representatives of government, business, civil society, research and education community and sponsor organizations;
  • Forming a working group and collegiate governing bodies (Steering Committee and Advisory Committee) of the Russia Development Gateway Project, which included representatives of the partner organizations;
  • Analyzing Russia's e-Readiness and e-Needs, preparing an analytical report based on the methodology offered by the Center for International Development of Harvard University;
  • Creating an active prototype of the RuDG Portal in Russian and English;
  • Conducting a broad awareness campaign on the RuDG goals and objectives;
  • Holding a series of workshops with partners in Moscow, Saint Petersburg, Kazan, Yaroslavl, and Chelyabinsk in order to work out approaches to further development of the RuDG Project at the national level;
  • Discussing and deciding upon the institutional and legal status of the Russia Development Gateway organization [26],
  • outlining its organizational structure and coordinating it with RuDG governing bodies;
  • Developing the strategy and the business plan for PRIOR's sustainable development in the intermediate term based on consultations with partners and the results of workshops and the e-Needs assessment;
  • Holding negotiations with sponsors and investors, making a decision to register PRIOR Foundation as a separate legal entity, preparing and discussing the draft of the Foundation statute;
  • Forming of PRIOR's initial project portfolio and Action Plan; and
  • Preparing applications to be submitted to sponsor organizations for PRIOR project funding.

5.2. Pilot Implementation Phase (2002-2003)

T he pilot implementation phase includes the following events and activities:

  • Holding PRIOR Organizational Conference, approval of its organizational structure and founding documents, formation of PRIOR collegiate governing bodies, distribution of responsibilities between partner organizations within PRIOR organizational structure;
  • Creation and launch of PRIOR key organizational components - Directorate, IAC, TSC, Foundation, and IPC;
  • Extension of PRIOR membership, balancing participation of the key development communities in PRIOR;
  • Formation of Information Society development partnerships in 7-9 regions of Russia;
  • e-Readiness assessment in several pilot regions of the Russian Federation, including estimation of the level of information infrastructure development and ICT use in the key spheres of activity (government, education, healthcare, business, etc.), analysis of zones lagging behind and barriers to the efficient use of ICT for the development of each region;
  • Further development of draft plans of development strategies for the selected regions in the emerging Information Society with participation of the key development communities;
  • Marketing analysis of RuDG and regional portals operations, study of needs for new services, bugs fixing, improvement of the taxonomy, content development;
  • Broadening functions and services of the RuDG Portal (forums, Consulting Center, Virtual University, subscriptions, search, etc.);
  • Conducting a series of workshops and conferences to specify PRIOR objectives and forms of activities and to develop partnerships;
  • Conducting local, national or international events aimed at the realization of PRIOR aims and objectives;
  • Cooperation with sponsor organizations and investment companies to obtain new funds for the implementation of PRIOR projects and actions;
  • Implementation of the most urgent socially important pilot projects and initiatives, including the publishing ones;
  • Preparation and pilot implementation of an awareness campaign intended to propagate ICT potential for improvement of the quality of life and work;
  • Provision of services for partners and clients on the basis of RuDG, IAC, TSC and IPC;
  • Conducting a PR campaign intended to popularize PRIOR activities in cooperation with the leading media and their professional associations;
  • Study of needs for loans for the implementation of the programs for the Information Society development, assistance to partner organizations in holding negotiations and preparing applications;
  • Analysis of the planning and pilot implementation phases of PRIOR activities, correction of PRIOR structure, preparation of an updated version of the business plan and other basic documents; and
  • Search for additional investment resources and strategic partners to achieve goals of the third stage of the PRIOR activities.

5.3. Implementation Phase (2004-2005)

The plan for the Implementation Stage includes the following tasks:

  • Further improvement of PRIOR organizational structure, modifying the founding documents of the Partnership;
  • Further extension of PRIOR membership, balancing participation of the key development communities in PRIOR;
  • Creating independent partnerships for the Information Society development in another 8-10 Russian regions;
  • Assessing e-Readiness in a number of Russian regions; development and realization of development strategies of the Russian regions in the emerging Information Society with participation of the main developing communities;
  • Extending and supporting efficient functioning of a distributed network of regional development gateways within the RuDG;
  • Conducting further marketing analysis of the use of the RuDG and regional portals, study of needs for new services, content development;
  • Organizing workshops and conferences to define PRIOR tasks and forms of activity and further broadening of PRIOR partnerships;
  • Holding local, regional, national and international events directed at implementing PRIOR aims and objectives;
  • Cooperation with sponsoring organizations and investment companies aimed to obtain new funds for the implementation of PRIOR projects and actions;
  • Realization of socially relevant PRIOR projects and initiatives;
  • Conducting an awareness-raising campaign to propagate the possibilities of the Information Society aimed at increasing the quality of life and work;
  • Providing services to partners and clients on the basis of RuDG, IAC, TSC and IPC;
  • Organization of a PR campaign to popularize PRIOR activities in cooperation with the leading media and their professional associations;
  • Determining needs for loans on the realization of the Information Society development programs, support to organizations in conducting negotiations and drafting corresponding documents;
  • Analysis of the first three stages of PRIOR activity, drafting updated versions of the business plan for the next stages; and
  • Search for additional investment resources, strategic partners to achieve the goals of the fourth stage of PRIOR activities.

5.4. Sustainable Growth Phase (2006-2010)

During long-term sustainable growth phase, further development and expansion of PRIOR activities will be completed almost in all subjects of the Russian Federation . At the same time, the revenues from services and commercial use of the systems and projects created during the first three stages will support PRIOR's continued sustainable development.

More exact timeframe and specific tasks of the stages, the composition of specific projects and actions will be defined in the course of consultations with partners interested in the PRIOR successful operation.
