PRIOR completes its activities in accordance with the policy developed and adopted by the Russian government and renders assistance to the government in terms of the following:

• Participation in preparation of the conceptual and strategic documents of the government geared towards developing the Information Society;
• Expert analysis and preparation of recommendations for improving laws and regulations in order to facilitate e-Development and Russia's full-fledged participation in the global Knowledge Economy;
• Provision of access to the key sources of information, the best technological solutions and know-how, advanced practical experience in the sphere of e-Development;
• Participation in preparing and implementing collaborative pilot projects aimed to bridge the digital divide;
• Fast dissemination of topical information through all channels of the Partnership and promotion of the governmental policy related to the Information Society development;
• Consulting services and assistance in Russia's participation in international initiatives that are strategically important to its positioning as a world information power.

The state can use PRIOR as a public platform, expressing the consolidated position of the civil society institutes, the private sector, the research and education community and sponsor organizations regarding the problems of e-Development; as an experimental site for the implementation of e-Government projects (e-Democracy, e-Procurement, etc.). PRIOR can assist the government with obtaining the financial, human and other resources necessary for the development and implementation of initiatives corresponding to the common goals of Russia's development in the Information Age.
