Civil Society Organizations (CSOs) may act both as users of various PRIOR information resources and services and as experts and consultants, topic guides of the Russia Development Gateway, forum moderators, leaders of initiative projects, etc.

PRIOR shall facilitate the development of the Russian civil society in the following ways:

• Promoting the accomplishments and experience gained by CSOs in Russia and abroad;
• Supporting the most crucial initiatives and projects of the civil society organizations aimed at facilitating e-Development and bridging the digital divide;
• Providing a platform for an open national dialogue on development issues, exchanging experience as well as instruments for self-organization of various communities;
• Facilitating cross-sector exchange of information and increasing the networking potential;
• Providing information on the funding sources for the implementation of e-Development projects, potential sponsors and investors, etc.; and
• Facilitating the empowerment of civil society organizations through the ICT.

RIOR's activity shall be directed primarily at coordinating and consolidating the existing initiatives of the CSOs rather than replacing them with the new ones.
