In Russia, as well as in the rest of the world, research and education community has always been among at the forefront of generating and utilizing the ICT. The major part of the new technologies is applied by this community and is handed over to others afterwards. That is why PRIOR considers interaction with research and educational institutions extremely important.

PRIOR shall provide assistance to the research and education community in the following areas:

• Access to distributed databases concerning the development problems;
• Promotion of the results of the community's work, popularization of its achievements in Russia and worldwide;
• Assistance in obtaining funds for scientific and educational projects that are in line with PRIOR goals and objectives;
• Provision of up-to-date information on sponsor organizations, contests, tenders, innovative programs;
• Organization of access to the latest teaching techniques based on ICT;
• Informational support for scientific and educational work (creation of digital libraries and specialized subject-oriented information systems, provision of access to national and foreign distributed sources of scientific and educational information, etc.);
• Assistance in organizing joint research activity based on ICT, in establishing and developing professional contacts.

The representatives of the research and education community may act as users of various information resources and services provided by PRIOR as well as experts and consultants, topic guides for the Russian Development Gateway, moderators of forums, leaders of initiative projects, etc.
