The Partnership believes that collective efforts to seize the new opportunities help to create a favorable cooperation environment for different e-Development actors - government, business, civil society, research and education community, donors and investors. This is the primary goal of PRIOR.

The key benefits of participating in the nationwide Russian e-Development Partnership are:

• Effective exchange of most recent e-Development information and practical experience at the national and international levels via the knowledge warehouse of the Russia Development Gateway Portal as well as PRIOR forums, events, and publications;
• Mutual assistance in preparing and implementing projects aimed at expanding ICT use for life and work;
• Representation of opinions and interests of all e-Development actors, nurturing mutual understanding between different communities;
• Influencing decision making on key developmental issues through bringing together expert resources of the Partnership and maintaining productive collaboration with government authorities of all levels;
