Strategy for Information Society Development in Russia
United Nations ICT Task Force Regional Network established for Europe and Central Asia.

Palais des Nations in Geneva hosted the European Regional Meeting ''United Nations ICT Task Force Regional Network & World Summit on the Information Society'' organized by the United Nations Economic Commission for Europe (UNECE, http://www.unece.org/) with an active participation of the Russian e-Development Partnership (PRIOR).

Delegations from quite a number of countries of Europe and Central Asia as well as representatives of international organizations, business, civil society, research and education community, donor organizations and investment institutions discussed goals and objectives of a regional network and regional priorities of the forthcoming summit. Following the discussions, the establishment of the United Nations Task Force Regional Network for Europe and Central Asia (UN ICT TF EuCAs) was announced with a Secretariat in Geneva and Moscow. The activities of the Geneva Node will be supported by UNECE, those of the Moscow Node – by the PRIOR Directorate with the support of the Russian Government.

The initial membership of 6 Working Groups (WGs) of UN ICT TF EuCAs was formed in accordance with the existing global UN ICT TF WGs:

  • ICT Policy and Governance
  • National and Regional e-Strategies
  • Human Resource Development and Capacity Building
  • Resource Mobilization
    Low-cost Connectivity and Access
  • Business Enterprise and Entrepreneurship

The coordinators of the WGs will be elected by the members of the WGs through an e-Voting within the next 2 weeks. They will become members of the UN ICT TF EuCAs Bureau along with representatives of UNECE, UNDP, European Union, Development Gateway Foundation and other organizations.

One of the priorities of the UN ICT TF EuCAs activities is to participate in the preparation of the World Summit on the Information Society, which will be conducted in 2 phases: in Geneva (Switzerland) on 10-12 December 2003 and in Tunisia in 2005 (more at http://www.itu.int/wsis/).

The UN ICT TF EuCAs organizational structure is supposed to include a Steering Group comprising representatives of governments, private sector, civil society, donors and investors, international organizations.

The first working meeting of the UN ICT TF EuCAs is planned to be included in the agenda of the Regional Preparatory Conference for the World Summit on the Information Society in Bucharest, 7-9 November 2002.

UN ICT TF EuCAs is open to all organizations and individuals involved in ICT for Development and related activities in Europe and Central Asia. At the moment, a provisional working area is functioning at http://groups.yahoo.com/group/un-ict-tf-eucas/ to have discussions, to elaborate and take decisions, to place documents, to plan events and implement other methods of collaborative work.
