PRIOR Information & Analytical Center (IAC) has been established to facilitate Russia's e-Development and to boost innovations in the sphere of ICT use for comprehensive development. Its purpose will be to conduct a wide range of research, informational, analytical, consultative, and organizational work intended to achieve the above-mentioned PRIOR goals as wall as to provide Russia's e-Development monitoring.

PRIOR, at its Organizational Conference, authorized one of its members - Institute of System Analysis of the Ryssian Academy of Sciences - to perform the functions of IAC until PRIOR Coordinating Board makes a decision either to extend this authority or to transfer the functions of IAC to another member of the Partnership, or to found a separate legal entity to perform IAC functions.
